Ο Γενικός Γραμματέας επανέλαβε ότι το διεθνές δίκαιο, «συμπεριλαμβανομένου του διεθνούς ανθρωπιστικού δικαίου», πρέπει να γίνεται σεβαστό «ανά πάσα στιγμή». Υπογράμμισε επίσης ότι οι άμαχοι και τα μη στρατιωτικά αντικείμενα, περιλαμβανομένων του προσωπικού ανθρωπιστικής αρωγής και των αντικειμένων που χρησιμοποιούνται για επιχειρήσεις ανθρωπιστικής αρωγής, πρέπει να «τυγχάνουν σεβασμού και προστασίας ανά πάσα στιγμή».
